The Golf Blog says: It was a dubious penalty in the first place, flagged by a person watching TV. The USGA and R&A have since changed the rule for video use, but it does not go far enough. The rule should ban reliance on anyone who is not officially a part of the tournament, either a golfer or rules officials.
